Consular Services
The Madrid embassy concentrates on consular work outside the eVisa scope: sticker visas in long-stay categories (work, study, family reunion), passport and identity services for Azerbaijani citizens living in Spain and Andorra, notarial acts, the legalisation of Spanish and Andorran documents for use in Azerbaijan, and emergency assistance for nationals. The mission's additional role as Permanent Representation to the UNWTO means it engages with international tourism-policy work alongside its bilateral consular function — a combination that fits Spain's status as Europe's leading tourism destination and Azerbaijan's growing role in regional tourism diplomacy.
Embassy or eVisa?
For Spanish and Andorran travellers heading to Azerbaijan as tourists or for short business, the eVisa replaces an embassy visit — applications are submitted online and delivered by email, usually within three business days. The Madrid embassy is the appropriate channel only when travel falls outside the eVisa system (work, study, family categories, long-stay residence) or when Spanish or Andorran documents must be officially legalised for use in Azerbaijan. The strongly tourism-oriented nature of the bilateral relationship means most Spanish and Andorran travellers complete the entire process without ever needing embassy contact.

Jurisdiction / Areas Served
The Embassy of Azerbaijan in Madrid serves the Kingdom of Spain and is additionally accredited to the Principality of Andorra. The mission also serves as Azerbaijan's Permanent Representation to the World Tourism Organization (UNWTO) headquartered in Madrid. There is no separate Azerbaijani consulate in Barcelona, Valencia, Seville or Andorra la Vella.
